
A Economia Circular (EC) é essencial para o futuro da Europa devido à escassez de matérias-primas e à evolução dos problemas ambientais. O projeto REPLACE – REgional PoLicy Actions for Circular Economy (Ações de política regional para a economia circular) tem como objetivo integrar, desenvolver e capitalizar das lições aprendidas no projeto H2020 SCREEN, envolvendo os decisores políticos e as autoridades de gestão com o objetivo comum de melhorar os Programas Operacionais Regionais (ROPs) para melhorar o desempenho em EC, alinhado com o previsto no Plano de Ação da Comissão para a Economia Circular.
O REPLACE visa melhorar a gestão, desenvolvimento e monitorização dos instrumentos de política regional que tenham por objetivo facilitar a transição para uma Economia Circular, além de impulsionar o desenvolvimento sustentável: o principal objetivo operacional é o desenvolvimento e aplicação de políticas e ações com foco na identificação, valorização, avaliação e financiamento de cadeias de valor circulares, resultando em novos projetos locais e inter-regionais. O REPLACE desenvolverá ainda uma abordagem replicável para a avaliação do desempenho das regiões ao nível da sua circularidade.
Para além disso, este projeto pretende promover e disseminar a utilização sinérgica de fontes de financiamento na promoção da Economia Circular, em articulação com a RIS3, de forma a promover a inovação e a competitividade, bem como o desempenho económico, ao mesmo tempo que melhora a eficácia dos instrumentos de política. Através de uma abordagem inovadora, horizontal e transversal, o REPLACE procura dar resposta à falta de estratégias eficazes e partilhadas para a promoção da Economia Circular ao nível das regiões.
O projeto, que decorrerá entre 1 de agosto de 2019 e 31 de julho de 2023, é promovido por 9 entidades (região de Lázio, região de Lodzkie, região de Creta, Província de Fryslân, Nexa – Agence Regional de Developpment d’Investissement et d’Innovation, Veltha ivzw, Instituto Internacional de Economia de Hamburgo, Agência de Desenvolvimento Regional do Nordeste e a CCDRC), beneficiando de um apoio financeiro de 1 694 570 € (Interreg Europe / FEDER).
